Advance enrolment is possible (but not obligatory) on the IFUPE website using this rubric. However, your enrolment can be validated only by personal attendance at the IFUPE headquarters, the appropriate is paid (by check on a French bank, a banker's credit or debit card, or in cash). Your student card is then produced by IFUPE for you. Although not obligatory, advance enrolment is recommended to avoid disappointment bu insuring you a place on the Institute's course.
